Timothy P. Fagan is the Managing Editor for BLR’s Environment, Health and Safety (EHS) publications, focusing primarily on air quality, chemical management, and hazard communication related topics. Mr. Fagan has covered EHS developments with BLR since 2000. Before joining BLR, he spent 5 years in environmental consulting and was responsible for air quality permitting and compliance for a broad range of industries in both the private and public sector. He received a Bachelor of Science degree in chemical engineering from Villanova University, a Master’s degree in environmental engineering from the Pennsylvania State University, and a graduate certificate in environmental health and safety from Central Connecticut State University.

Areas of Expertise: Hazard Communication, SDS, Process Safety Management, Air Contaminants, Ventilation, Air Permitting, Hazardous Air Pollutants, Risk Management, and Refrigerants/ODS.

Elizabeth M. Dickinson, J.D., is a Senior Legal Editor for BLR’s Environment, Health and Safety (EHS) publications, focusing on environmental topics such as hazardous waste generators, hazmat transportation, and universal waste and safety topics that include emergency preparedness, silica, and HAZWOPER. Before joining BLR in 1994, Ms. Dickinson was an associate in the law firm Cummings & Lockwood and an attorney at Aetna Life and Casualty, both in Hartford, Connecticut. She received a Bachelor of Arts degree, cum laude, in English and American Literature and Language from Harvard University and her Juris Doctorate, cum laude, from the University of Connecticut School of Law, where she was an Articles Editor of the Connecticut Law Review. Ms. Dickinson is licensed to practice law in Connecticut.

Taylor A. Lewellyn, J.D., is the Senior Legal Editor for BLR’s Environment, Health and Safety (EHS) Training products. Taylor coordinates the development and maintenance of all EHS training content for the BLR websites and other training products to help businesses comply with OSHA, EPA, and DOT rules. Taylor also covers safety topics such as bloodborne pathogens, fall protection, respiratory protection, noise, personal protective equipment (PPE), and slips and falls. Before joining BLR in 2017, Taylor clerked at Milford Superior Court in Connecticut and at MetLife Auto & Home in Warwick, Rhode Island. She also interned for the Environmental Advocacy Unit at the Rhode Island Office of the Attorney General. She received a Bachelor of Arts degree in History from the College of William & Mary and her Juris Doctorate, cum laude, from Roger Williams University School of Law. She is a member of the Rhode Island Bar Association and is licensed to practice law in Connecticut, Rhode Island, and Massachusetts.

Emily Scace is a Senior Editor for BLR’s safety publications. She writes and edits detailed regulatory analysis, newsletters, training content, special reports, white papers, news articles, and other materials to help businesses understand and follow OSHA and DOT compliance obligations. Emily also researches and writes about occupational safety and health regulations, enforcement trends, safety-related best practices, and safety culture; delivers webinars on a variety of workplace safety topics; and more.
