OSHA’s National Emphasis Program: Implications and Recommendations for State-Plan States

OSHA’s National Emphasis Program Webinar Recording

In 1992, OSHA launched the National Emphasis Program (NEP) in response to catastrophic hazardous chemical incidents occurring in various places around the world. The purpose was to target enforcement and inspections at U.S. facilities to prevent future disasters.

Since that time, OSHA has promulgated additional NEP regulations for specific hazards or industries; these apply to the 29 states and 2 territories under OSHA’s jurisdiction. State-plan states had the option of voluntary participation.

But all of that is changing. Starting with the Primary Metals Manufacturing NEP issued in May 2010, state plans were now requiredto adopt and implement these programs. The latest NEP on Covered Chemical Facilities came down this past November.

What does this continuing trend mean for employers operating in state-plan states? Join us for an in-depth webinar to learn more about your heightened obligations.

You and your colleagues will learn:

  • A review of the OSHA National Emphasis Plan (NEP) process
  • What the latest Covered Chemical Facilities NEP requires of you
  • The specific hazards or industries that have already been targeted – and what’s coming in the near future
  • How the NEP re-issuing process works, and how it affects state-plan states that were originally not covered
  • The structure and requirements of a typical NEP regulation
  • Recent regulatory trends, including evolution of the NEP program from voluntary to mandatory for state-plan states
  • How the state-plan states are responding – and why you should be concerned about future regulations
  • Strategies you should consider to minimize impacts of the NEP process, including auditing your facility, preparing for a surprise inspection, participation in VPP or SHARP, and more.
