In 1992, OSHA launched the National Emphasis Program (NEP) in response to catastrophic hazardous chemical incidents occurring in various places around the world. The purpose was to target enforcement and inspections at U.S. facilities to prevent future disasters.
Since that time, OSHA has promulgated additional NEP regulations for specific hazards or industries; these apply to the 29 states and 2 territories under OSHA’s jurisdiction. State-plan states had the option of voluntary participation.
But all of that is changing. Starting with the Primary Metals Manufacturing NEP issued in May 2010, state plans were now requiredto adopt and implement these programs. The latest NEP on Covered Chemical Facilities came down this past November.
